Summary
The Grants Analyst is responsible for applying professional level skills and has specific program knowledge as it relates to area of assignment. This position is governed by state and federal laws and agency/institution policy.
Typical Functions
Provides technical assistance to grantees regarding grant applications, grant modifications, progress reports and budgets. Prepares and submits grant application to applicable federal agencies. Conducts grant related workshops and meetings. Develops, implements and analyzes grant program related goals and objectives. Prepares annual and biennial budgets, project incomes, ensures sufficient appropriations for grant awards, and analyzes expenditure reports. Prepares detailed reports of actions taken in grant programs to provide information to funding sources to ensure compliance with grant requirements. Plans and conducts grant training programs; prepares and updates grant guidance manual for use by personnel, which explains policies and procedures. Develops, analyzes, and reviews grant reports, and analyzes data. Develops reporting systems and monitoring methods to measure program effectiveness and to ensure that grant programs are in compliance with state and federal laws, and monitors grant projects for compliance with state and federal regulations. . Performs other duties as assigned.

Ability to develop reports and schedules with applicable software. Ability to make oral presentations. .
Minimum Education and/or Experience
The formal education equivalent of a bachelor's degree in business administration or a related field; plus one year of professional level grants experience in area of assignment. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
Preferred Qualifications
Experience in project management and program coordination. Experience in Emergency Management. Experience working with local, state and federal agencies.
Experience in grants administration. Extensive documented experience working with Microsoft Excel and Database Management.

The Arkansas Department of Emergency Management (ADEM) is announcing a vacant position of Grants Analyst, position #22088863. This is in the Administration Division, Grade C117, annual salary $32,249.
This position assists with the administration of the Department of Homeland Security Grant Program for the state of Arkansas to include but not limited to the coordination grant related financial requests and expenditures with local jurisdictions and state agencies. assist local and state sub-grantees with budgets, inventory, day-to-day grant related activities. Work with Homeland Security to assist with state required reporting, tracking and monitoring of grant funds. Coordinate the State Citizen Corps Program. Represent ADEM on various committees and organizations as required. Presentation development and public speaking. Assist with disaster response and recovery activities as necessary.
Some travel is required (primarily in-state on an as needed basis. Some out-of-state travel is required with a minimum of two trips per year.

As with all ADEM positions, this position is subject to 24 hour recall in the event of an emergency or disaster, where 12 hour shifts for extended periods of time may be required. Disaster duties may be assigned anywhere in the State for extended periods.
All ADEM positions could include travel in and out of state and are subject to 24 hour on-call duty in the event of an emergency/disaster.
The applicant must be available 24/7/365 for disaster/emergency operations and will support the activation of the State Emergency Operations Center (SEOC) working extended shifts as necessary during SEOC activation and response; performs other duties as assigned.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
