Human Resources Specialist (Empl Ben) OWCP

Duties include but are not limited to the followed:
Completes technical reviews, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims. Provides guidance and counsel to facility and VISN employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness. Evaluates the disposition of each workers' compensation claim to determine whether it is necessary to transmit the claim form to OWCP or maintain it in the Employee's Medical Folder. Evaluates all claims against the five required elements of a compensable claim, i.e., Time elements, federal employee status, Fact of Injury (factual), Fact of Injury (medical, diagnosis), Performance of Duty, and Causal Relationship. Reviews and interprets medical portions of claim based on medical matrices and the level of disability in relationship to the work injury, considering any preexisting medical conditions and subsequent medical conditions of the injured employee. Identifies, develops, and coordinates permanent job offers with human resources and facility senior leadership when the injured employee is at maximum medical improvement and OWCP has determined the injured worker cannot return to their pre-injury position because they are permanently partially disabled. Monitors and tracks injury management and workers' compensation quality indicators and subsequent impact on the facility and network director's performance standards. Provides workers' compensation program advice to the facility on the preparation of disciplinary and adverse action, grievance and appeal letters by reviewing the workers' compensation aspects of the case for compliance to applicable laws and regulations. Represents the workers' compensation program for the agency in fraud proceedings and prosecution. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. To be considered for the GS-7, you must have held the grade of GS-5 for 52 weeks. To be considered for the GS-9, you must have held the grade of GS-7 for 52 weeks. To be considered for the GS-11, you must have held the grade of GS-9 for 52 weeks. To be considered for the GS-12, you must have held the grade of GS-11 for 52 weeks. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience GS-07:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in human resources benefits and coding, using a variety of automated programs; extensive ability to perform data entry and typing correspondence and other documentation without supervision; ability to assist and train others with human resources such as employee benefits, process, and use of automated systems. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 1 full year of graduate level education, OR have achieved superior academic achievement. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. Specialized Experience GS-09:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in identifying whether Initiates all personnel action requests related to benefits, leave, and records; Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). OR Education:

Specialized Experience GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
