Supervisory Management Analyst

Provides program direction to other executives, managers, and assigned personnel. Directs, oversees, and plans all the programmed segments of Mental Health Service. Ensures reports and other program responsibilities are accomplished accurately, timely, and adhering to the established guidelines. Serves as the Approving Official for the Mental Health Service Line. Establishes guidelines and performance expectations for staff through the formal employee performance management system. Assists the Service Chief in the creation of business plans that is presented to Executive Management on an annual basis. Works with the Mental Health Executive Leadership Team and Executive Board in formulating and implementing administrative policies and procedures. Provides full staff assistance on administrative matters affecting patient care, education, and organizational policy. Responsible for the analysis and reporting on a wide variety of organizational programs. Utilizes extensive knowledge of the health care delivery system to identify and resolve organizational issues and concerns. Plans and directs the administrative and technical aspects of personnel management. Ensures effective personnel utilization throughout Mental Health Service and constantly assesses the organizational structure for maximum utilization and effectiveness. Plays a key role in top service-level management decisions and policy-making. Interprets administrative requirements, providing guidance to service and program leaders. Formulates policies and operating procedures, ensuring compliance with VA regulations and directives, as well as the standards of internal and external accrediting bodies. Responsible for all administrative activities for the Mental Health Service. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
medical center management and operating systems, both administrative and clinical; knowledge of management theory and practice; management of health care delivery systems; ability to analyze complex problems and present both written and oral recommendations; planning, organizing, and directing team study work; proficient knowledge in the use of VISTA, ProClarity, Pyramid Analytics, SQL, Data warehouse and other information management automated systems, etc. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is primarily sedentary, although some slight physical effort may be required (e.g. walking, standing, bending, or stooping). Typically, the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required. Position may require occasional travel. Walking to other service areas may be necessary at times. Work is typically performed in an adequately lighted and climate controlled office. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
